The Agency accepted all price lists submitted to this authority until and inclusive of 3 July 2020.

Since the day of calling the parliamentary and local elections until the expiration of the legal deadline of 10 days following the calling of the elections (30 June 2020), only thirteen entities that provide media advertising services have fulfilled the legal obligation to submit the price list for election advertising to the Agency for Prevention of Corruption.

Realizing that, due to the Covid-19 epidemic and the NCB measure restricting outdoor and indoor gatherings, the media space is of crucial importance for the presentation of political entities and their pre-election programmes, on 1 July 2020, and after the expiration of the legal deadline, based on Article 8 of the Law on Administrative Procedure, the Agency invited the media entities to submit price lists of media advertising, in order to enable the highest possible quality of election campaign and equal presentation of all political entities.

Following the invitation of the Agency, within three days, fourteen more media entities submitted price lists, which were accepted by the Agency.

The Agency took a position that all entities subject to the law who submitted price lists within 3 days following the invitation to submit price lists, fulfilled their legal obligation on time. This is supported by the administrative and judicial practices, which have proved in numerous examples that a certain legal provision is considered to be fulfilled if the failure to meet the deadline is not inappropriate and if it does not violate the basic goals and interests achieved by that provision.
