Memorandum of Cooperation Signed

In order to establish closer links and further develop the institutional response to the challenges in the field of whistleblower reporting, the Agency for Prevention of Corruption, the Clinical Centre of Montenegro and the Regional Anti-Corruption Initiative (RAI) agreed to conclude a Memorandum of Understanding and Cooperation on enhancement of whistleblowing policies and culture.

The Memorandum was signed yesterday by Ms Jelena Perović, Director of the Agency, and Ms Danijela Raonić, Acting Director of the Clinical Centre of Montenegro, and due to the current epidemiological situation, it will be subsequently signed by Mr Vladan Joksimović, Head of the RAI Secretariat.

The agreement is one of the activities of the project "Breaking the Silence: Enhancing Whistleblowing Policies and Culture in Western Balkans and Moldova", implemented by the Regional Anti-Corruption Initiative (RAI) based in Sarajevo and funded by the European Union.

The activities covered by the Memorandum are aimed at strengthening the capacity of the Agency as an institution that has channels for external reporting of corruption and the Clinical Centre, as an example of an institution with an established internal channel for whistleblower reporting, with the expert support of RAI.

In addition, the Clinical Centre of Montenegro, as a health institution belongs to an area recognized as strategically important in the fight against corruption. To remind ourselves, all authorities in our country are obliged to establish an internal channel for reporting corruption, in accordance with the Law on Prevention of Corruption.

The Memorandum has formalized the intention and readiness for coordinated cooperation, and the areas of cooperation have been specified, such as: assessment of needs relevant for strengthening the capacity of the Agency and the Clinical Centre of Montenegro to respond efficiently and effectively to whistleblower reports, development of the action plan, its implementation and monitoring of the effects of implementation, conducting joint research and development of educational campaigns on whistleblower reporting as a means for prevention and fight against corruption.

With the openness to adopt new knowledge and develop its practice, the Agency will continue to cooperate with relevant domestic and international institutions.
