APC initiative to include the CPL checklist as mandatory in the laws proposed by the Government

Committed to the role of one of the key creators of preventive anti-corruption policies, on July 20 the Agency for Prevention of Corruption submitted to the Government of Montenegro the Preliminary Control of the Corruption Risks with a list of 23 questions.

The document was created as part of the project "Strengthening capacities for faster accession of Montenegro to the European Union", which is financed by the Ministry of Foreign Affairs of Norway, and implemented by the United Nations Development Program (UNDP) in cooperation with the Office for European Integration and the General Secretariat of the Government.

Bearing in mind that the drafting of the Draft Law on the Government is underway, the Preliminary Control was forwarded to the President and Secretary General of the Government, Minister without portfolio Zoran Miljanić, the Ministries of Justice and Public Administration, and the coordinator of the Working Body for the Preparation of the Draft Law on the Government.

Acknowledging the fact that the anti-corruption assessment is a powerful tool in the adoption of regulations to relieve corruption risks, the Agency proposed that the Government consider including a list of 23 questions, the so-called CPL checklist, as mandatory during the procedure of drafting the law. This would significantly improve the preventive anti-corruption legislative framework and strengthen the role of the Agency in assessing the risks of corruption in the norm, which in itself is a prerequisite for the elimination of further systemic corruption risks.
