Announcement for political entities
Nov. 11, 2021

Acting proactively, with a commitment to protecting the public interest, the Agency for the Prevention of Corruption informs political entities that will participate in the local elections on December 5, 2021, of the obligations prescribed by the Law on Financing Political Entities and Election Campaigns.

Political entities are obliged to open a special gyro account for fundraising and financing the costs of the election campaign, before the beginning of the legally defined activities of the election campaign, and no later than the next day from the day of confirming the election list. The political entity designates the person responsible for the intended spending of funds and the submission of reports. Political entity shall notify the Agency of the opening of a gyro account and the appointment of a responsible person within three days.

Political entities are obliged to close a special account for the election campaign within 90 days from the day of publishing the final election results, and inform the Agency within three days.

Political entities are obliged to submit to the Agency:

  • Fifteen-day reports on contributions from legal entities and natural persons (November 15, November 29 and December 14, 2021),
  • Interim reports on campaign expenses five days before election day (November 30),
  • Report on media advertising in the election campaign (November 29),
  • Reports on funds collected and spent during the election campaign, with accompanying documentation, within 30 days from the day of the election.

Failure to open a special gyro account and failure to submit a report affects the transparency of the election process, raises suspicions about the illegality of collecting and spending funds for the election campaign and entails misdemeanor liability.

A detailed overview of the obligations of political entities regarding the financing of the election campaign is available at the link Control and Monitoring Plan.

The calendar with deadlines for submitting reports is published on the Agency's website.

Data on the total amount of allocated funds for financing the election campaign from public sources, of which, within 8 days from the deadline for submission of election lists, 20% will be distributed in equal amounts to all election participants, as well as data on the permissible election expenses campaigns by political entity are available at the link Allocated funds.

Planned and strategically, based on the legislative framework and adopted methodology, the Agency for prevention of Corruption will continue to regularly monitor the activities of political entities, collect, control and publish on its website documents related to fundraising and spending in the campaign.
