At today's session of the APC Council, the Control and Monitoring Plan during the campaign for the election of councilors in the Municipal Assembly of Nikšić was discussed.

The amendment of the said act was initiated by the APC's action plan and control of those obliged to apply the law, in accordance with the degree of risk of possible violations of the law and abuse during the extraordinary campaign.

The APC Council requested more proactive media action of the Agency, in the part of presenting the findings of control and monitoring during the election campaign, and called on the interested public, especially the media, NGOs and citizens to report to the Agency suspicions of possible abuses and violations of the Law during the election campaign.

The Control and Monitoring Plan for the local elections in Nikšić defines activities that include regular, proactive checks of compliance with the law and determines the state authorities and political entities in which to control the implementation of rules and compliance with prohibitions and restrictions prescribed by law.

These activities will aim to ensure transparency in the use of public resources in the election campaign; monitoring, recording and analysis of activities and control of reports of political entities in the campaign; acting on all complaints of suspected violation of the Law; promoting the results of the implementation of the Law and cooperation with the subjects to the law and the interested public.

The APC Council praised the announcement of the regular holding of the Open Day, i.e. regular weekly meetings in APC, which will analyze the dynamics of the implementation of the Control and Monitoring Plan, compliance with legal obligations and restrictions, as well as other issues relevant to the campaign. The meetings will be open to representatives of the interested public, who will have the opportunity to give suggestions and report possible abuses during the election campaign.

On the occasion of the recent APC Opinion establishing the threat to the public interest by the Minister of Justice and Human Rights, as well as the decisions establishing that the former Prime Minister and ministers violated the Law on Prevention of Corruption, the APC Council supported the professional and conduct of Director Jelena Perović and APC in the above cases, and encouraged them to continue with equal application of the law for all holders of public office.

It was assessed that the current media appearances of individuals continue to exert undue influence and pressure on independent institutions, as well as on the lawful conduct of APC, which endangers the basic principles of the rule of law, institutional stability and the constitutional order of Montenegro.
