Announcement for political entities on the submission of the final accounts and consolidated financial reports

An organized system of control over the financial activities of political entities is an important mechanism for preventing corruption and strengthening the rule of law.

Pursuant to Article 48 of the Law on Financing of Political Entities and Election Campaigns, political entities are obliged to submit the final account and annual consolidated financial report for the previous year, in printed and electronic form, to the Agency for Prevention of Corruption, the State Audit Institution and the Tax Administration by March 31.

An integral part of the report is information on the manner and purpose of spending funds for regular financing of women's organizations in political entities (Article 14).

The obligation applies to all political parties from the register of political parties, as well as political entities that have won seats in the Parliament of Montenegro, i.e. the assemblies of local self-government units. The table of subjects to the law and the status of fulfilling this obligation can be found on the Agency's website.

As of Tuesday, March 16, none of the 65 taxpayers had performed their legal duty to submit the final accounts and consolidated financial statements. Acting preventively, the Agency reminds that non-compliance with the law, i.e. non-submission of reports, entails misdemeanor liability for a political entity and its responsible person, as well as the obligation of the Agency to temporarily suspend the transfer of budget funds to that political entity.

The report also includes funds collected and spent during the election campaign conducted in the year for which it is submitted. In addition, the political entity is obliged to submit to the Agency and the SAI financial reports, as well as reports on the assets of all legal entities and companies founded or in which it has an ownership share, which includes the election campaign and regular work.

The submitted documentation will be published by the Agency on its website, within seven days from the day of receipt.
