Methodologies defined for effective implementation of APC control competencies

Since the day of calling the parliamentary and local elections, the election campaign has started running within the meaning of the provisions of the Law on Financing of Political Entities and Election Campaigns, which also implies the legal obligations, prohibitions and restrictions for political entities and authorities. The Agency for Prevention of Corruption, in accordance with its competencies, monitors the implementation of the Law, that is, implements the measures for the control of financing of political entities and election campaigns.

In this regard, the experts of the Council of Europe, in cooperation with the Agency, prepared draft methodologies for the effective implementation of the Agency's control competencies in election campaigns, and two workshops were held in Podgorica on 29 and 30 June in which the representatives of the Agency and the non-governmental sector and the experts of the Council of Europe exchanged views and gave proposals and suggestions for the improvement of draft methodologies.

The participants of workshops reviewed both documents, and after additional comments and recommendations, the final texts of the Methodology for the collection and processing of data on financial management, activities and control of financial statements of political entities during election campaigns were defined, as well as the Methodology for investigating potential abuses of state resources for election purposes.

Based on the defined methodologies, the Agency will implement the Plan for Election Campaign Supervision and Control for the 2020 Parliamentary Elections, which it is obliged to adopt within 10 days of the day of calling the elections.

The workshops were organized by the Council of Europe within the framework of the joint project of the European Union and the Council of Europe for the fight against economic crime in Montenegro.
