Corruption can be reported to the Directorate for Anti-Corruption Initiative, in person, by telephone, mail, e-mail or on-line. The DACI is not in charge of conducting the investigation, but there are employees who will listen to the people’s corruption complaints and make official notes. Afterwards, the DACI will forward the complaint to the Police Directorate, the unit which is in charge of fighting against corruption and organized crime, or to other competent bodies. The whole process is confidential.
Corruption can also be reported to the Police Directorate. In October 2008, the Technical Instruction on procedures for reporting corruption crimes and protection of the persons who report those crimes was adopted. The Technical Instruction precisely regulates the procedures for reporting criminal acts with elements of corruption to the Police Directorate, activities of the authorised police officer after receaving a complaint, protection of the citizens who report corruption, and the methods of promoting the procedures and protection. Person who reports corruption to the Police Directorate can do this in several ways: in writing or orally, by telephone, fax, e-mail or other. Authorised police officer is also obligated to protect the identity of the persons who report corruption and the content of the complaint, and take all necessary measures to protect such persons.
The DACI, as the body competent for preventing corruption and raising public awareness about this issue, is not in charge of conducting the investigation.
However, the DACI accomplishes intensive and quality cooperation with the Police Directorate and other state bodies. If you choose to report corruption, the Police Directorate will check all the information, and the DACI will give you feedback.
