Workshop on Strengthening Regulatory Framework and System for Monitoring Financing of Political Entities and Election Campaigns

The workshop on ”Strengthening the Regulatory Framework and the System for Monitoring Financing of Political Entities and Election Campaigns" was held in Podgorica, and it was attended also by the servants from the Agency for Prevention of Corruption. The workshop was organized in the framework of the Council of Europe Project for fight against economic crime in Montenegro.

Expert analysis of the regulatory framework for the control of financing of political entities were presented at the workshop, and it was also discussed about the challenges in implementation of bylaws which define methods of monitoring and control of financing of political entities and election campaigns.


The lecture gathered the most important actors involved in the process of financing of political entities - Agency for Prevention of Corruption, State Audit Institution, Ministry of Finance, Committee for Anticorruption, Ministry of Labour and Social Welfare, Ministry of Public Administration and Tax Administration.


The purpose of the workshop was exchange of experience in the implementation of the Law on elections during 2016, including also the identification of key challenges in the procedure of collecting and processing data, sanctioning and maintaining databases on respecting the current legal framework by the political entities.  


After the workshop, expert of the Council of Europe will use the obtained suggestions and information to develop proposals for improvement of plan and methodology of control, mechanisms for collecting the data, institutional cooperation, as well as recommendations for development of System of monitoring, registration and sanctioning the irregularities by the Agency for Prevention of Corruption, with the aim of strengthening control of financing of political entities.


The project for combating economic crime in Montenegro, one of whose beneficiaries is also the Agency for the Prevention of Corruption, is implemented by the Council of Europe within the Horizontal Facility of the European Union and Council of Europe for the Western Balkans and Turkey. 


The Council of Europe's project is aimed, inter alia, also on the strengthening of  institutional capacities for the prevention of corruption, and through it the capacity of the Agency for Prevention of Corruption will be strengthened additionally in implementing the key competencies in the field of control of the financing of political entities and electoral campaigns, compliance with the regulations on the registration of assets and conflict of interest, protection of whistleblowers and the promotion of ethics and integrity in the public sector, etc.
