Announcement for Entities Subject to the Law - Political Entities

The Agency for Prevention of Corruption informs the political entities that participated in the parliamentary and local elections on 30 August 2020 of the obligations prescribed by the Law on Financing Political Entities and Election Campaigns.

Article 25 of this Law prescribes the obligation for political entities to close a special bank account for the election campaign within 90 days of the day of announcing the final election results, of which they shall notify the Agency within three days of the day of closing the special bank account and submit evidence of its closure. A failure to comply with this legal obligation entails misdemeanour liability.

On 14 September, the State Election Commission determined the final results of the elections for MPs in the Parliament of Montenegro. The Municipal Election Commissions determined the final results of the elections for councillors: on 3 September for the Municipal Assembly of Budva and the Municipal Assembly of Gusinje, on 8 September for the Municipal Assembly of Andrijevica and the Municipal Assembly of Tivat, and on 9 September for the Municipal Assembly of Kotor.

In addition, the Agency reminds those political entities which, due to failure to submit the reports on collected and spent funds in the election campaign, have been imposed a measure of suspension of transfer of budget funds by the Agency, to submit that report by the deadline set for closing the special bank account. In case of failure to fulfil that obligation, the Agency will, in accordance with the law, impose a measure of complete loss of budget funds for financing the costs of the election campaign.
