Distribution of Budget Funds for Financing the Regular Activities of Political Entities from 1 January 2021

The Law on Financing Political Entities and Election Campaigns (Official Gazette of Montenegro 3/20 and 38/20), prescribed the novelties in the manner of distribution of budget funds for the financing of regular activities of political entities, in relation to the previous regulation governing this area.

Article 13 of the said law prescribes that the budget funds allocated for the financing of regular activities of political entities in the Parliament of Montenegro amount to 0.5% of the planned current budget of Montenegro in the year for which the budget is adopted.

To finance the regular activities of political entities in the municipal assemblies, Assembly of the Capital City of Podgorica, Assembly of the Old Royal Capital, 1.1% of the planned current budgets per unit of local self-government was allocated under the Law. Exceptionally, in municipalities whose budget is less than five million euros, the budget funds amount to 1.1 to 3% of the planned current budget.

The law that came into force in January 2020 prescribes the following method of distribution of allocated funds:

- 20% of funds, in equal amounts to political entities that have won terms of office in the Parliament, or municipal assemblies

- 60% of funds, in proportion to the total number of parliamentary or councillor’s terms of office they have at the time of distribution, and

- 20% of funds in equal amounts to political entities in the Parliament, or municipal assemblies, in proportion to the number of elected representatives of the less represented sex.
