Election Campaign Control and Supervision Plan adopted

In order to effectively implement the competencies prescribed by the Law on Financing of Political Entities and Election Campaigns, the Agency for Prevention of Corruption has adopted a Control and Monitoring Plan for the election campaign for the elections to be held on August 30, 2020. The Plan defines the activities that the Agency will proactively carry out towards political entities and authorities in order to control compliance with legal obligations, prohibitions and restrictions during the election campaign.

The Control and Supervision Plan was prepared taking into account the recommendations of civil society representatives and international experts during workshops organized this week in Podgorica by the Council of Europe and the Center for Monitoring and Research (CeMI), in co-operation with the Agency.

The plan will be implemented in accordance with the Law on Financing of Political Entities and Election Campaigns, as well as methodologies for efficient control of the Agency, which are defined taking into account the recommendations of international experts and civil society, which were previously drafted by CoE experts in cooperation with the Agency.

The ultimate goal of the effective implementation of the Control and Supervision Plan is to strengthen the integrity of the campaign through comprehensive control of the financing of political entities and responsible use of public resources.

Through the implementation of the Plan, the Agency will:

  • Control political entities, their activities, funds collected and spent during the campaign;
  • Control compliance with prescribed prohibitions and restrictions on the use of public resources in the campaign;
  • Ensure the transparency of the election campaign by publishing all documents on campaign financing and the use of public resources, in accordance with the Law;
  • Continuously provide subjects to the law with guidelines, advice and opinions regarding its application;
  • Act on all complaints and suspicions of violations of the Law;
  • Initiate misdemeanor and other decisions in accordance with the Law.
