Press release: Transparency International report (CPI)

Montenegro has improved the corruption perceptions index of 46, in the Transparency International report for 2017, which is until now the best index of our country in its annual reports. In the latest Transparency International Report, Montenegro took 64th place, while in 2016 index was 45. For comparison, in 2015, the corruption perception index was 44, and in 2014, 42.

The Agency for the Prevention of Corruption reminds that in the last few years Montenegro has made great progress on the list of Transparency International in relation to the first survey that was included after the re-establishment of independence, which was published in 2007, according to which it was 84th, with the index 3.3 (33 according to the current methodology).

A better corruption perception index in the Transparency International Report is an indicator that Montenegro is making steady progress in combating this phenomenon, which, among other things, confirms the better position of our country in relation to the neighboring countries.

Therefore, compared to the countries in the region, Montenegro is better ranked in relation to Serbia (77th place, CPI 41), Kosovo (85th place, CPI 39), Albania and Bosnia and Herzegovina (91st place, CPI 38) and Macedonia (107th place, CPI 35).

Also, Montenegro is better ranked and has a better index of corruption perception than some member states of the European Union, such as Hungary and Bulgaria.

A better index is the result of the dedicated work of the competent state authorities on the preventive and repressive anticorruption plan, as well as the consistent implementation of the obligations from the Action Plans for negotiating chapters 23 and 24. At the same time, this is a strong incentive for the Agency, as well as all actors involved in the fight against corruption, to continue to effectively implement anti-corruption competencies in order to further improve the corruption perception index.

We recall, according to a public opinion poll conducted by the “Damar Plus” agency in December 2017 for the needs of APC, citizens' trust in the work of this body in the fight against corruption increased, so 68.4% of citizens expressed their trust, while in 2016, 65, 4% of respondents. Also, if they decided to report corruption, the largest number of respondents (32,6%) would report it to the Agency, and in 2017, the Agency was ranked the first institution among the authorities to which citizens would report corruption. 

The Agency for the Prevention of Corruption will continue to apply transparently and consistently all the provisions from the Law on Prevention of Corruption and other regulations defining its competencies, as well as strategic anti-corruption documents. In this way, the Agency will strongly contribute to further strengthening the level of public awareness of the problem of corruption, raising the transparency of the work of the public and private sectors in order to reduce the risk of corruption and, as we expect, to achieve better results in the next researches of relevant international organizations.
