National Commission Strategy and Action PlanThe starting point in defining strategic objectives in the Strategy for Fight against Corruption and Organized Crime for the period 2010-2014 were the recommendations provided in the National Commission′s interim reports, and the obligations set in the National Programme of Integration of Montenegro into the European Union 2008-2012. Also taken into account were the reform objectives as set by the Judiciary Reform Strategy 2007-2012 and the measures for their implementation identified in the Action Plan, relevant international standards in this field, as well as provided functional link with strategies already in place and covering other areas. The goal of this Strategy is to create conditions for the prevention and sanctioning of corruption and organized crime at all levels through further development of institutional framework, efficient criminal prosecution and final adjudication, prevention, education, and a monitoring system in place for the implementation of the Strategy and its Action Plan. A special role in the implementation of Strategy primary objectives will be played by law enforcement agencies, judicial authorities and the police in particular. Preventive action in fight against corruption and organized crime will be in the hands of the Directorate for Anti-corruption Initiative and the Commission for the Prevention of Conflict of Interests. The way and deadlines for the implementation of the goals defined in national Strategy are clearly defined in the Action plan for implementation of the Strategy for Fight against Corruption and Organized Crime for the period 2010-2012.
