National Commission for monitoring of realization of the Action Plan for implementation of the Programme for fight against corruption and organised crime was established by the Decision of the Government of Montenegro on 15 February 2007 (“Official Gazette of the Republic of Montenegro "No. 15/07).

The members of the National Commission were: Minister for European Integration (President of the Commission), Minister of Interior Affairs and Public Administration (Deputy President of the Commission), Minister of Finance, Minister of Justice, Presidents of the Committee of economics, finance and budget, and the Committee for political system, judiciary and administration of the Parliament of Montenegro, President of the Supreme Court, Supreme State Prosecutor, Director of the Police Directorate, Director of the Directorate for Anti-Corruption Initiative, Executive Director of the NGO MANS, Executive Director of the NGO CEMI. On its constitutive session, the National Commission adopted its Rules of Procedure ("Official Gazette of the Republic of Montenegro" 39/07).
