Representatives of the Directorate for Anti-Corruption Initiative, who are members of the Secretariat to the National Commission for the Implementation of the Strategy for the Fight against Corruption and Organised Crime, met with representatives of the Secretariat to the Inter-ministerial Working Group for Monitoring of the Implementation of the Anti-Corruption Strategy of Albania. Albanian Secretariat is managed by a representative of the Council of Minister’s Department for Internal Control and Anticorruption, and is composed of representatives of the following authorities: Ministry of Justice, Ministry of European Integration, Ministry of Innovation and Information Technology, Department for Strategy and Donor Coordination and Department for Internal Control and Anticorruption.
Representatives of the Albanian Secretariat introduced the DACI representatives with its activities, strategic planning process and implementation of the National Strategy for Development and Integration (2007-2013), as well as with the inter-sectoral strategies, in particular the Cross-cutting Strategy for the Prevention and Fight against Corruption and Transparent Governance. They also presented their system of integrated planning, aimed at aligning the strategies with one another.
In addition, members of the Albanian Secretariat presented the Action plan for the implementation of the Cross-cutting Strategy for the Prevention and Fight against Corruption and Transparent Governance for the period 2011-2013, as well as the Report on realization of measures defined in the Action Plan. Representatives of the Albanian Secretariat also presented a wide range of activities implemented under the PACA Project (Project Against Corruption in Albania), such as preparation of anti-corruption analysis, raising public awareness about corruption, conducting corruption risk assessments, proposing legislative amendments for the harmonisation of legislation with international standards, and organising trainings for anti-corruption authorities.
The DACI representatives presented the activities of the Secretariat, as well as the overall activities of the DACI, our national strategic documents, the process of monitoring the implementation of the Innovated Action Plan for the Fight against Corruption and Organised Crime, as well as the structure of the AP implementation report. They also presented the software used for reporting on the implementation of the Innovated Action Plan and reporting on collected corruption complaints.
The meeting was held under the framework of the Memorandum of Cooperation and Understanding between the DACI and the Department of Internal Control and Anticorruption of the Council of Ministers of Albania. The Memorandum, which was signed in May 2010, provides for cooperation and support in implementing anti-corruption policies, through the exchange of information and good practice. Furthermore, it provides for cooperation through jointly organised conferences, workshops, training and education sessions, while the special emphasis is put on the prevention of corruption, promotion of integrity and good governance principles. |
