Campaigns

The Directorate conducts public campaigns aiming to encourage active participation of citizens in the fight against corruption and raise public awareness about this issue. The campaigns include design, production and distribution of the information material, billboard lease, newspaper advertising, guest appearances on radio and TV shows, etc.

Campaign “Reporting Corruption = Good Decision”

prijava_korupcije_-_dobar_izbor_-_poster.mUnder its prevention competences, the Directorate for Anti-Corruption Initiative (DACI) launched a new anti-corruption campaign entitled “Reporting Corruption = Good Decision”. The campaign, targeted at the general public, aims at raising the level of public awareness of corruption and encouraging citizens to report this negative phenomenon to competent bodies.

Within the campaign, an anti-corruption advertisement will be broadcast on Montenegrin TV and radio stations. Billboards containing information about the ways citizens can report suspected corruption crimes will be placed in several municipalities.

In addition, DACI has prepared posters on the same topic, as well as leaflets providing basic information about the concept of corruption, criminal offences of corruption and the bodies to which citizens can report suspected corruption activities. The leaflets also include the telephone numbers of all institutions which have established an open telephone line for corruption complaints. The above-mentioned promotional material is to be distributed throughout Montenegro.

Campaign “Remove the Virus – Report Corruption

izbrisi_virus_poster_m New campaign of the Directorate for Anti-Corruption Initiative (DACI), “Remove the Virus – Report Corruption”, begun on 1 October 2010 and will last until 31 December 2010. DACI will carry out the campaign in cooperation with NGO Center for Development of Non-Governmental Organizations (CRNVO).

During this period, the advertisement will be broadcast on TV and radio stations, providing information about criminal acts with elements of corruption, key areas of corruption risk, and the ways to report this “virus”. Animated video is modified for younger population, which is, in addition to general public, the target audience of this campaign.

In addition to the video, billboards will be placed in Podgorica, Niksic and Berane. Also, posters, brochures made for general and professional public, as well as leaflets modified for younger population, will be distributed during various events. The brochures provide basic information on corruption, criminal acts with elements of corruption, DACI’s activities, as well as the ways to report corruption to competent state bodies.

Campaign “Open your eyes wide – report corruption”

The campaign of the Directorate for Anti-Corruption Initiative called “Open your eyes wide – report corruption” started on June, 16 2010 and will last for three months. During this period, the advertisment inviting people to report corruption will be broadcast on TV and radio stations. In addition, billboards will be placed in several cities and posters will be distributed throughout the country. Also, the leaflets providing information about the criminal acts with elements of corruption, as well as about the competent bodies and ways to report corruption, are made within the campaign. The above mentioned promotional material is to be distributed throughout Montenegro.

The major goals of the campaign are to raise public awareness on the importance of fight against corruption, to introduce citizens to the ways they can report corruption and to encourage them to do so, as well as to improve their knowledge of the Directorate for Anti-Corruption Initiative and its work. The Directorate for Anti-Corruption Initiative carries out the campaign with financial assistance of the Government of the Kingdom of Norway.

 

 

Global Anti-Corruption Campaign

As of 2006, the Directorate for Anti-Corruption Initiative has participated in the global anti-corruption campaign, marking the International Anti-Corruption Day (9 December), by conducting intensive public campaigns in early December, and round table meetings gathering among thers the members of the National Commission and representatives of the international community.

The Directorate participates in the UNODC's global anti-corruption campaign "Your NO counts." Download posters and brochure of this campaign.



Campaign for encouraging corruption reports

In cooperation with the OSCE Mission to Montenegro and the Police Directorate, the  Directorate for Anti-Corruption Initiative conducted a campaign in order to promote the Technical Instruction on procedures for reporting corruption crimes and protection of the persons who report those crimes to the Directorate of Police, and encourage citizens to report such criminal acts. The first phase of the campaign was launched in late November and early December 2008, and included billboard leases, and distribution of posters and leaflets. The campaign included both electronic media and press. Around 100,000 leaflets were distributed, containing information on procedures and measures of protection provided by the police to the person who report corruption.

With the support of the OSCE Mission, the Directorate for Anti-Corruption Initiative and Police Directorate conducted another, a month-long intensive phase of the campaign Report corruption, the rest is our responsibility.  Download the leaflet of the campaign Report corruption, the rest is our responsibility.


 

Private sector and privatisation process

In cooperation with the Union of Employers of Montenegro, the Directorate published the brochure Combating corruption - participation of private sector, containing information on: negative consequences of corruption on the overall economic development; the need to combat it by establishing effective, long-term measures and activities; the Code of Ethics of the Union of Employers; the Council of Europe’s Civil Law Convention on Corruption, as well as recommendations for more active private sector participation in the fight against corruption. In cooperation with the Commission for review of objections, complaints, proposals and suggestions of citizens and other entities in the privatisation process, the Directorate published a brochure on reporting corruption in the privatisation process.

Campaign in higher education institutions and secondary schools

korupcija_srednja_skolaAs of academic 2006/2007, the Directorate for Anti-Corruption Initiative has conducted anti-corruption campaigns in the higher education institutions in Montenegro, entitled Corruption must not be the way out. Through one hour lecture and discussion, students are provided with the information on definition, historical development and forms of corruption and its consequences, as well as on the preventive and repressive action against the phenomenon. Special attention is given to corruption in education. The goal of this activity is to reduce corruption tolerance.

Since 2007, the Directorate has conducted an anti-corruption campaign in dormitories for pupils and students in Montenegro. As of 2008, secondary school students are also included in the campaign. The educational campaigns the Directorate conducts in secondary schools include a brochure for secondary school students, in Montenegrin and Albanian.
