The participants in the local elections are obligated to open special giro accounts

The Agency will particularly insist on the implementation of this provision, while the beginning of the election campaign of an individual political entity will be the day that entity started its political activities from the announcement of elections.

After the adoption of the Decision on the announcement of elections for local MPs in 12 Municipal Assemblies, which will be held on May 20th 2018, the legal obligation to open a special giro account for the collection and spending of funds for financing the costs of their election campaigns was fulfilled by the following political entities: the Democratic Party of Socialists, the Democrats and the coalition of the Democrats-URA.

The Agency reminds that Article 18 of the Law on Financing of Political Entities and Election Campaigns prescribes the obligation of political entities to open a special giro account no later than the following day from the day of the confirmation of the electoral lists and to inform the Agency within three days. In the event a political entity starts the campaign before the confirmation of the electoral lists, it is obligated to open a special account before the start of the campaign.

The Agency will particularly insist on the implementation of this provision, while the beginning of the election campaign of an individual political entity will be the day that entity started its political activities from the announcement of elections. In relation to the political entities that fail to meet this legal obligation, the Agency will initiate misdemeanour proceedings.

Also, the political entities participating in the campaign are obligated to submit the Agency 15-day reports on the contributions of legal and natural persons, interim reports on the campaign costs and reports on the collected and spent funds in the course of the election campaign, within 30 days from the day of the elections with accompanying documentation. All reports must be submitted to the deadlines published on the web page of the Agency.

Political entities are obligated to close their special accounts for the election campaign within 90 days from the date of announcement of the final results of the elections and inform the Agency within three days from such closure.
