Anti-corruption activities at the local level presented before the European Committee of the Regions

During the presentation, particular emphasis was put on presenting the data from the integrity plan analysis as well as from the report on the implementation of plans drafted by the Agency and on the recommendations the Agency gave the authorities in order to improve their integrity plans.

The Joint Consultative Committee between the EU Committee of the Regions and Montenegro

Co-ordinator of the Sector for the Prevention of Corruption, Mladen Tomović presented the results achieved in the first two years since the establishment of the Agency for Prevention of Corruption with special emphasis on the activities of Montenegro in the prevention of corruption at the local level, at the session of the Joint Consultative Committee between the EU Committee of the Regions and Montenegro, which took place on May 3rd and 4th in Brussels.

Tomović, in relation to the topic of the meeting "Prevention of corruption at the local level", spoke about the competencies and activities of the Agency for Prevention of Corruption, which is the main institution and coordinator in terms of anti-corruption activities implemented by local-government bodies and local administration in Montenegro.

He informed the participants of the Joint Consultative Committee about the integrity plan at the local level, which was adopted in all municipalities in Montenegro. All municipalities have appointed integrity managers and regularly report to the Agency about the implementation of the integrity plans, i.e. on the implementation of the anti-corruption measures defined by such plans. A special part of the presentation was related to the presentation of the data from the integrity plan analysis as well as from the report on the implementation of the plans drafted by the Agency, together with the Agency’s recommendations given to the authorities with a view to improving the integrity plans. These analyses have shown that only after two years since the establishment of the integrity plans there has been a significant reduction of the impact of the identified risks at the local level. Bearing in mind that the integrity plans are two-year documents, now we should update and improve the integrity plans pursuant to the recommendations of the Agency in order to additionally reduce and eliminate the identified risks.

The next day, on May 4th, “the Enlargement Day” was held and it gathered local and regional representatives of candidate countries and potential candidates, European Commission and the European Committee of the Regions.

The Enlargement Day, organised by the European Committee of the Regions, is dedicated to the enlargement issues and policies, with a focus on the preparation of the local and regional administration for the EU accession process, taking into account that the majority of the European legislation is implemented at the local level.
