HOW TO COMBAT CORRUPTION? |

Combating corruption at a national level requires the active participation of many organizations: government agencies, international institutions, non-governmental organizations, private and civil sectors and the media.
Preventive actions include detection of the risk of this phenomenon occurring, aimed at hampering it with preventative measures. The focus should be on raising the public awareness of how important it is to fight against corruption and on encouraging the wider participation of citizens and institutions in confronting this serious social issue.
Having adopted the strategic documents of the Programme and Action Plan for fighting corruption and organized crime, Montenegro has set out preventive measures and an efficient process of criminal prosecution of perpetrators of corruptive offences.
The Directorate for Anti-corruption Initiative as a central body is responsible for corruption prevention, and:
- Educates civil servants and employees, local officials and deputies, NGOs and private sector representatives, undergraduates and high-school students;
- Carries out research about the extent, forms, causes and mechanisms of corruption in various areas;
- Maintains a hotline for reporting corruption and communicating them to the organizations in charge;
- Contributes to the efforts of regional and international organizations and implements joint-venture projects with local and international partners;
- Arranges informative and educational radio and TV shows;
- Develops, circulates and promotes informational anti-corruption material to different target groups;
- Participates in the global anti-corruption campaign.
Montenegro has fostered its contribution to the fight against corruption through implementation of regional and international documents: The United Nations Convention Against Corruption, The Council of Europe Criminal Law Convention on Corruption and The Council of Europe Civil Law Convention on Corruption, and Declaration on ten joint measures to curb corruption in South-Eastern Europe.
